Dell Inspiron won't start

The computer gets power. Both fans start and run for a few seconds then shut down. A few seconds later the computer will try to start again. The cycle keeps going.

Dell Inspiron won't start

Hello,

is this a desktop PC or a laptop.

Start, Stop, Start Stop...

This is a desktop tower Dell Inspiron D19m
I measured the ohms at the 12 v socket next to the CPU - it read okay.

I also disconnected the hard drive and it did the same thing.

The fans will run for a few seconds then cut off.

Power Supply???

If the 12 V socket next to the CPU is ok then need to measure ohms of processor's Vcore. It is usually next to the processor and can be measured on one pin of a ferrite choke. It is power that goes directly to the processor.

Here are things that may be faulty:

the processor,
the power supply
something on the motherboard like BUCK driver died,
memory (RAM),
shorted circuit on USB,
SD card reader,
anything else that connects to the motherboard and may have a short circuit,
DVD drive,
CMOS battery may be.

You need to disconnect everything and try to power it on with a minimal configuration.
